All panels come with a top and bottom cleat. The cleat system is the structural key to secure your garage organization wall. The top cleat has an offset in which the panel will hang. The offering of a 16” top cleat is for convenience for stacking panels on top of eachother or if your panel configuration differs from the traditional side-by-side set up.
